Secretary of State Hillary Clinton is involved with the negotiations on behalf of the United States at a global conference with the help of the U.N in New York and is expected to be signed by President Obama on July 27th, 2012.

President Barrack Obama and Secretary of State Hillary Clinton have been in negotiations, or seeking ratification, of the Arms Trade Treaty and four other treaties are considered to be a threat own our national sovereignty and a reach for our democratic institutions.

I gave the following explanation of the Arms-Trade Treaty in the article, “The Treaties That Could Limit U.S. sovereignty,”

The purpose of the treaty is to place a global ban on the export of small arms. The ban will only apply to private citizens. An intriguing factor in all this is that the vast amount of small arms deals does not originate from individuals or private companies, but from governments – particularly those of the U.S. Russia, China, and Israel. A finalized treaty would require the signers (nations) to adopt laws and/or polices that halt the exportation of small firearms. This requirement makes it easy to imagine the need for a national registration of all firearms and the implementation of federal firearm regulations. Furthermore, the treaty would also require the registration of all ammunition. As a result, allowing the track-backing of ammunition to a particular firearm once fired. Does this sound a little restrictive on a U.S. citizens second amendment right? Just maybe!!

On July 2, 2012, WND reported that retired Lieutenant General William Boykin claimed that President Obama is quietly leading the United States toward a Marxist revolution, and blasted the Arms-Trade Treaty as it would regulate private gun ownership.

In the video, the Lieutenant General warned that “there has been a decree by the administration by the president and the secretary of state saying that our president will sign the United Nations small arms treaty, which is about how we will buy, sell and control individual private weapons.” He added “[t]hat means the United Nations, an international body will decide how you and I as Americans can buy and sell our weapons, how we control those weapons, who is authorized to have those weapons and where they are. This is a dangerous trend.”

Normally a former Army general may not be a concern to an administration, but on this issue, there are over over 100 members of Congress that seem to share his concerns over the Obama Administration to get the Arms Trade Treaty negotiated and ratified by congress this year.

There has been a letter sent to the Obama administration expressing their opposition and concerns over the treaty. It has received the majority of its support from Republicans. However, the letter has received the support from Democrats like Representatives Jason Altmire, Sanford Bishop, Jerry Costello, Danny Davis and Peter DeFazio. Dick Morris reported on his twitter account that the National Rifle Association has confirmed they have received 58 Senators to pledge to oppose the treaties ratification.

The letter to the president and secretary of state rests on the concern that the treaty is “likely to pose significant threats to our national security, foreign policy and economic interests as well as our constitutional rights.” The members of Congress concern for these matters is no way a sign of lack of concern for personal safety. They are not against firearm registration, but only find it acceptable when it is initiated on the local or state level of government. They are simply pushing back against a threat to out own national sovereignty, and our personal liberty to granted by the Second Amendment, which guarantees our “fundamental, individual right to keep and bear arms. The current language in the Arms-Trade Treaty will infringe on the U.S. Bill of Rights. This infringement on personal liberty should not be tolerated and such treaties should not even be supported by the U.S.

The congressional letter does not stop at this point. It takes issue with comparing the U.S. to a totalitarian regimes and requests that the president and secretary of state break away from the international consensus and reject the treaty. In addition, the letter reminds the President Obama and Secretary of State Hillary Clinton that “the Constitution gives the power to regulate international commerce to Congress alone.” Thus, the treaty undermines our own constitution and republic.

This is actually the second congressional letter sent to the administration about the Arms-Trade Treaty. The first letter was sent last year and ironically addressed many of the same concerns. This particular letter in opposition to the treaty did not receive similar support as the following letter as it was only signed by 45 Republicans and 12 Democrats

The congressional letter stated, “The Arms Trade Treaty must not in any way regulate the domestic manufacture, possession or sale of firearms or ammunition.” And that “The establishment of any sort of international gun registry that could impede upon the privacy rights of law-abiding gun owners is a non-starter.” It appears that congress is attempting to walk a fine line in addressing the issue, but has articulated its deeper concern and opposition.

This treaty is not about protecting people from violence through gun control or who supports what policy on gun control. Rather, it is about stripping away a piece of the U.S. constitution hidden behind a smoke screen to gain the public’s support.
